So the numerical value of risk theoretically remained the same for the entire country; since the areas of various levels of risk reportedly simply changed location. It sounds like a war run by statistians.

Well, the last time we had a war run by statistians - think body counts - was employed, the United States ended up regretting it. Decades later, one of its prime believers in the value of numbers, a certain Mr. McNamara, confessed that while he knew his numbers were mostly smokescreens over the obvious, he couldn't tell that to the people who'd hired him to run it - nor the American people.

Our current president may end up realizing there's a reason, after all, that Afghanistan is known as the Graveyard of Empires. He may also come to realize that trying to fight a war, while simultaneously trying to build a country, can rarely, if ever, achieve success.
