"He who hesitates is lost," a phrase not often heard anymore, still is true - for the most part. Like a lot of salespeople say, "If you ask for permission, it just gives someone the opportunity to say no."
However, sometimes, a bit of forethought before acting isn't a bad idea. The invasion of Iraq surely has shown us that.
