"If Senator Edwards is saying that the war on terror doesn’t exist, I would agree”, Congressman Tancredo said. “Terror is a tactic used by the enemy with which we are at war."He goes on, of course, and the further he goes, the further he goes astray, but this, at least, is a notably lucid observation from one of the GOP primary contestants.
Terror, more accurately, is a tactic used by many enemies of the US, at home and abroad. War has been a particularly ineffective solution, really. The terror busts we hear about are invariably matters of effective and largely traditional law enforcement practices.
