The WaPo reports that the FBI's criminal caseload has decreased by half since 2001 as a result of its shift in focusing to counterterrorism.

One has to wonder: does that mean twice as much federal crime is going uninvestigated now, or was the FBI previously wasting twice as much time investigating it?
