The Viaduct should not have been torn down; commercial truck drivers will have a hard time for years, and even if the deep bore tunnel is ever completed, it won't allow them to take an exit to downtown Seattle. It should have simply been shored up, as retired civil engineer Victor Gray proposed. It was being checked, every year, and posed no immediate threat to public safety.
A different governor would have left it standing and focused on dealing more effectively with the budget crisis that state government is undergoing; by not wasting public monies on a tunnel highway that most people in Seattle didn't want.
