This might indeed be the death knell of that old saying that "a rising tide lifts all boats."
President Kennedy reportedly employed that saying, when he advocated tax cuts, early in his limited time as president. But whether or not he'd want to cut taxes now, is highly debatable.
Admittedly, these are times greatly unlike those during which he was president. America finds itself fighting a war without end, in two countries, one of which was invaded on the basis of what even the president who authorized the invasion, now admits was bad intelligence.
The current president has been left with a foreign policy nightmare, that threatens to undermine everything he had hoped to accomplish domestically. President Obama doesn't remind one now as much of FDR or JFK Sr. as LBJ.
